He is a foreign attorney with experience in construction contracts, gas and oil transportation, and mining and infrastructure concessions. He has acted as counsel in both domestic Colombian and international arbitrations in the construction and energy-mining sectors, under the rules of the Bogotá Chamber of Commerce (CCB) and the International Chamber of Commerce (ICC).

Santiago is a Colombian lawyer, graduated from Pontificia Universidad Javeriana, and a candidate for a specialization in Energy and Mining Law at Universidad Externado de Colombia. He has completed international arbitration courses at the Arbanza Arbitration School in Lima, Peru, and the Cali Chamber of Commerce in Colombia.

He has participated in litigation and contract advisory services for projects involving:

  • Representation of an Italian-Spanish consortium as the respondent in a Colombian domestic arbitration involving a $30 million claim related to the construction and stability of the downstream slope of a dam.
  • Nullity and reinstatement of rights proceedings concerning the installation of telecommunications infrastructure and compliance with spectrum usage obligations in Colombia.
  • Contractual strategy advisory for the provision of additional services at Colombia’s natural gas regasification terminal.
  • Negotiations on behalf of Cenit with a contractor over non-compliance in the execution of civil and electrical works at five pipeline pumping stations, involving estimated damages of USD 431,755.20.
  • Representation of the Valle del Cauca Governor’s Office in a lawsuit against a consortium responsible for a second-generation highway, with a claim of approximately $239 million due to overcompensation resulting from the early fulfillment of the return rate.
